On 11 February 2021, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) issued Resolution No. 99-A. The IATF-MEID directs visa-issuing agencies including the DOJ, and investment promotion agencies such as the BOI, PRA, PEZA, CEZA, SBMA, CDG, AFAB, and APECO, to issue Travel Pass to all departing foreign nationals who were issued visas pursuant to the Philippine Immigration Act of 1940, as amended, and other special laws governing the visa-issuing agencies, except those holding Emigration Clearance certificate (ECC) issued by the Bureau of Immigration (BI).

In compliance with the IATF-MEID Resolution No. 99-A, the Bureau shall issue a Travel Pass at no cost to the departing foreign nationals.
All departing foreign nationals holding BI-issued Special Non-Immigrant visas that are exempt from payment of ECC Re-entry Permit/ Special Return Certificate (Special Visa for Employment Generation, Special Non-Immigrant Visa under RA 8756 in relation to EO 226, Special Non-immigrant visas under PD1034 and Permanent Resident Visas under RA 7837) shall secure their respective Travel Pass from the Bureau of Immigration -Main Ofice, Office of the Board Secretary. The following documentary requirements shall be filed with the Office of the Board Secretary at least seven (7) days prior to the foreign nationals’ departure: 1. Duly accomplished Application Form
2. Copy of Passport Biopage
3. Copy of airline ticket
4 Copy of Visa Implementation Page.

Foreign nationals with issued Travel Pass shall inform the BI within three (3) days from arrival of their return to the Philippines by sending electronic copies of the following to obs@immigration.gov.ph
1. Passport Biopage
2. Visa sticker/Visa Implementation Page
3. Immigration arrival stamp
